engine like Director, so for Flash you´d need bitmap renders (which any
usual 3D app generate) or a 3D app capable of exporting to SWF (Swift
3D, a plugin for 3D Max, etc...)
For exporting to Director, you´d need a 3D app that exports to W3D
format, like Maya, 3d Max, Cinema 4D, Plasma, etc... I´d recommend Max
because it´s widely used by most of the 3D guys and you have a lotsa
material and resources. In second place, Maya.

Use what you know. Most of the big 3d packages can export to W3D with a
plugin (most come preinstalled). Use whichever you are comfortable
with. I know 3d Studio and Maya, so when I do 3D stuff, I use one of
them. If you know Blender, then use it. Etc.
I can't help you with Flash, but as long as whatever tool you use has an
exporter for Flash, or you can get the 3d stuff into Flash somehow, then
you are golden.

Newtek Lightwave3D has everything you need too, and a good SW3D exporter
with weight mapped bones! I use it for all my games and big comissions.
Plus it costs a lot less than max or maya :)
