Design at 50% size.
so your banner would be 4'x12' in document size - print at 200% scale.

Don't do it actual size. Design it in scale...
An 8' X 24' banner would be 8" X 24" - this is how I design ALL my large format documents.

Most poster printers for large scale productions except evrything in scales. The minimum scale for images in art work should be 10 % @ 300dpi
