Well it happened again. I had one item selected from a layer that has about 10MB of vectors (this in a 40MB AI file). I go to drag the one item to another layer about 20 layers above in the palette. Well I guess I kept that item floating in the drag state for more than 1.5000000000000 seconds because the next thing I know, AI has signaled that every vector on my source layer is now selected and will be moved to the target layer. Arg! Then I get the spinning beachball of death for minutes while it moves the items. All this pain and frustration from a simple UI drag that took a microsecond too long. IMHO, this needs fixing.

I think we still need more information on exactly what gestures you are doing, including where in the layers palette you are mousing down and where you are mousing up.
The only gestures I can find in the Layers Palette UI that allow selecting everything on a layer after a drag commences is if you mouse down on a selection indicator square at the right edge of a layer row, and start dragging it away to a different layer, and then either drag it back to the original layer and let up, or else drag completely off the Layers palette and mouse up. I can't find any way to make it select everything while the mouse is still down or after letting up on a different layer, no matter how long you keep scrolling.
But then, I don't use a tablet, just a regular mouse. Maybe there are some conditions where the tablet driver can't maintain a drag for a long time, and if you keep it going too long, it incorrectly tells Illustrator that the mouse came up either the same place that it went down or someplace off the palette??
I would also agree that there is no reason to select everything on the source layer if you drag away and come back to the same layer before you let up, or if you drag away and let up on the mouse somewhere off the Layers palette. Those gestures should be interpreted as "oops, I changed my mind and don't want to do anything", not as "I clicked on the selection indicator."
My guess is that it is accidentally interpreting this gesture as if it were a single click in the selection column, by testing whether a drop onto another layer completed rather than whether a drag began.

I am using a Wacom Intuos 2 tablet, latest driver that just came out a week or two ago. As far as I recall, all the settings are default values.
I will replicate what I did and report back the exact description.
