Depending on the serverside script you can use, perform a serach at google

If want to run on a CD you can use Flash Studio Pro that can make an exe from your *.swf and have fscommands that allows you to use an access file.

Can I access and display access database records on my publisher website, based on criteria that visitors enter into a form? I cannot programme and was hoping there might be a user friendly tool that will help me do this?

Unfortunately, it?s not just a simple Site Definition setting. There are other
factors, such as Web Services that support Access Database connections. You?re
going to need to read these resources.
