If want to run on a CD you can use Flash Studio Pro that can make an exe from your *.swf and have fscommands that allows you to use an access file.

Unfortunately, it?s not just a simple Site Definition setting. There are other
factors, such as Web Services that support Access Database connections. You?re
going to need to read these resources.

Also</a> use Help > Getting Started With Dreamweaver
    - Use the Search Tab > Search using ?Database Connection?

You should understand how it works before developing dynamic content.

    Good Luck!
