Adobe limits the capabilities of Reader so that they can sell an enterprise solution for the creators of forms called "Adobe LifeCycle Reader Extensions" that enable hidden capabilities within Reader allowing the end user to fill out forms and save them. I spoke to an Adobe sales rep who informed me that the solution starts at $65,000 (that's not a typo). So unless you are a large corporation that can absorb the cost, you are out of luck. However, if you can convince your client(s) to buy the full version of Acrobat, they will be able to fill out the forms and save the file.

It's different from one instance to another depending on your particular situation but, it's ALWAYS expensive.
