the only way I can see you can accomplish this is by setting the layout on a 90 degree angle. So you will have a normal 8.5 by 11 spreads with artowrk set at 90 degrees counter clock.
But hopefully someone else has a better idea.

Set up the document as 16 single pages at 11x17.

Create your spreads and then export as PDF.

Create a new file. 8.5x11 facing pages.

Place the PDF one page at time on the spreads. Rotate 90 degrees. You'll
need to duplicate the PDF for the first and last page and crop them both
    to fit and line up.

    Export a new PDF.

Voila. And your neck won't hurt one bit.

Thanks Marco and Robert. I think the best way is to set up as 11x8.5 single sheets. This will allow me the option for bleed on 4 sides. If I were to build it as 11x17 and used a guideline at the 8.5 mark, I would not have the option of a bleed.

Strikes me as odd that the folks at Adobe's InDesign team would not allow for this option - what process do they recommend for people building Calendars.

You can still have bleed on the inside, but I don't know why you'd need
it unless the calendar is being spiral bound.

Even then, the use of a PDF wouldn't be any different than doing it with
    facing pages sideways.
