How can I find the measurement tool for illustrator 9? I found this to be very useful when I was using illustrator 7. Was it eliminated? If so, why? Csn I transfer it from illustrator 7 to illustrator 9?

Look behind the Eye Dropper tool. That's where it is in 10.

You can also find out the exact measurement of an object in the Transform Window by selecting the object itself. I use this window all the time.
