Animation and layers question - Macromedia Fireworks

I have an ad with static text and graphics on three layers. To add an animated graphic, I create a new layer (fourth layer) I create a graphic and animate it (no problems so far). When I run the animation (10 frames), only when the first instance (Frame 1) is displayed can you see the lower three layers. When the remaining 9 frames are displaying, nothing on those three layers is displayed - just blank ad space. What stupid thing am I overlooking? All the tutorials show how to do the animation, but not in combination with static layers. Thanks! ...

    Default Animation and layers question
