    A yellow background and then they added a bit of noise (monochrome likely)

    My first thought was a grayscale image, with the "bars" light gray. Solid Color adjustment layer with Multiply as the blend mode.

    Can's say about the noise.... Gustavo's probably right.

    thanks heaps, u were both right...
    what i was doin wrong b4 was trying to add a solid color layer ON TOP my image, (then added noise) not as a background color w/noise?!?
    and multiply worked perfectly
