Arabic Text in Fireworks

This issue has been addressed many times before, but it is still not resolved.

Our company's business is to design and localize Arabic websites and develop Arabic language software. I was hoping that Fireworks 2004 had better character support, but I see it doesn't.

Our computers run Windows XP with Arabic support. When I click on the text tool in Fireworks, I have no problems writing Arabic correctly in the Text Editor. However, what displays on the image is not correct. For example, the word "Allah" would write as: Ãááå in the editor, but on the image, it's displayed as: Ã á á å . The sentence: Þáð Çááå ÇÍÏ becomes Þ á Ç á á å Ç Í Ï .
When words don't join, I am forced to take screen shots from MSWord, import them into Fireworks, and select and cut the text out to paste into an image. There are obvious problems with this method, lack of scalability, low resolution and the absence of paths makes it impossible to manipulate text.

I have looked for ways to overcome this problem. But see no way around it. What I want to know is, is there any way to create a path from a selected bitmap? At least, if this is possible, we'll have some design flexibility.

I expected this issue to be resolved, after approaching your Director of Localization last year. I offered our software development/localization services, but he said Arabic/Hebrew localization was being worked on in Israel. Is it any wonder there's been no progress for Arabic?
