You may need to be more specific/detailed in your question.
If you are just trying to embed a avi into a flash file you can use
File -> Import -> Import to Stage to pull the avi into flash (accept the
default values on the video import wizard unless you know better) and
then publish it.
Video is only supported in Flashplayer 6 and later and the Flash MX and
later authoring environment, so if you do not have a relatively current
version of the authoring environment you would need to get that.

Then that would be the process to use. If you have Flash MX 2004 Pro you
can also use the media playback components to load external Flash Video
(FLV) files as well as giving the user playback controls like most media
players. FLVfiles can be exported using Sorrenson Squeeze or Flash MX or
later as well as possibly others though those are the only ones I know of.
There is also a new Flash Video Class that we will be offering starting
sometime in late March or early April (soon as Macromedia gives the OK
on it.)

A tool like SWiSHvideo ([url]www.swishzone.com[/url]) will convert your AVI into a
flash movie .. you can choose to have output as either a SWF file (with or
without video playback controls) or an FLV. There are lots of options to
fine tune the quality settings etc to get the a balance between file size
and quality (eg changing bitrate, changing frame rate, changing keyframe,
using mono vs stereo sound etc etc).
I think there are other similar tools available as well .. you should be
able to find some with an appropriate google search .. I think there was a
tool with an original name like avi2swf .. I don't remember, sorry.
If you are not proficient with Flash (or don't want to be), then that may be
an alternative solution for you
