Background image in CSS

Hi, I was wondering if someone could tell me how to see my background image in
my site when after I make a CSS with a background image. I made a CSS with a
background image but it doesn't show up on my site. Do I have to make a CSS
with a background image and change the Page Properties by adding a background
image? I was also curious how to stop the looping in the background image. I am
realy confused. Please help.
