Basic Issue that should be easy

But for the life of me I can not get it to work.

I am working with PHP, MySql and dreamweaver.
My challenge is to create a repeating region of links that pull the url from
a table field as the hyperlink target for a name for the site.
So that people will see a title and text about the site. Click on the title
and be directed to the site.

Is there a resource or tutorial someone can direct me to.
