    Stipulation of point size and some wonderful modern technology called "reverse trap" works very well on sans type faces over 24 point. This effectively allows a good rich black to be used by pulling the CMY back from the edges of the type, leaving the black to hold the edge.

    You would obviously need a very good reason to do this, such as expensive high end coffee table publications, packaging or custom commercial jobs.

    There are as many valid mixtures of rich black as there are people that can come up with them.

    I like 40/30/30/100

    Areas that exceed about 1/4 " square would be good candidates for rich black (banner type would qualify) but if you are not sure whether or not the imagery has enough area to warrant a rich black, flip a coin.
