border and shading around a paragraph
In MS Word you can put a border and shaded fill on a paragraph. Is there
a similar function in InDesign 2? Or if I draw a box, can I make it stay
with the paragraph?

Only if you put the paragraph in its own text frame. Alternatively you
could put it in a table.
