management-enabled" software, like Photoshop for editing/printing or Qimage
Pro for printing only. I am sure there are cheaper options out there.
The screen is the most critical device to calibrate. Software-only
calibration utilities (e.g. Adobe Gamma) may be used, but the quality of the
result is difficult to predict and assess. A screen calibration device is
possibly the best investment for what color management concerns. There are
some pretty inexpensive ones (e.g. Colorvision Spyder).
For what the printer concerns, I'm reasonably happy with the Epson profiles
(the ones designed for specific papers, not the generic one) and did not
manage to create better profiles with my cheap flatbed scanner. I don't know
whether a better scanner would improve things but I'm not currently ready to
invest in printer profiling equipment, given how good the Epson profiles are
for me.
Epson profiles don't work very well for b&w but the "Photo Realistic" option
of the Epson driver works amazingly well to produce neutral prints, without
profiles. I have an Epson Photo 810 so your mileage may vary.

Using Photoshop's Gamma utility is a bare minimum, if you're serious about it
you'll get a $300 package like Colorvision's ColorCal with a hardware Spyder to
make the measurements.
Then you need a program that supports a color managed workflow, like Photoshop,
and then decent ICC profiles for your 2200 printer, which Epson supplies. Then
you're in business.
A really good book on this entire flow is "Real World Color Management" by
Fraser, Murphy and Bunting.
