Calling master..xp_cmdshell 'textcopy' - Microsoft SQL / MS SQL Server

I am attempting to create a VB call to a stored procedure that uses xp_cmdshell and textcopy to store word doents [rtf] in a table. I have used an article by Alexander Chigrik to create a successfully proc using Query yzer but when I call it from VB it always fails. I've finally been able to capture the following error: "EXECUTE permission denied on object 'xp_cmdshell', database 'master', owner 'dbo'." Which indicates the Windows server doesn't recognize the permissions; I'm running it with 'sa' I tried giving 'Public' execute rights on xp_cmdshell, just to test it, but received the following ...

    I understand I could store the path but I need the RTF in a table for
    use in a report.

    Bob,

    Take a look at this KB. Even though it is in reference to scheduling a DTS
    job it does go into detail about how the accounts are utilized and I believe
    even the proxy account. See if it helps:

    Thank you, Andrew.

    I didn't understand the KB but my network guy did. He gave the login,
    that starts SQL Server, Admin privileges on the local server; which
    seems to work.
