Can CS's Effects do this?

I am working on an illustration which shows a black plastic surface in an
outdoor setting at an oblique angle. There should be some kind of surface
glare or reflection in the black, as it is shiny.

Does Illustrator CS have the Effect I need? Do I need to save that portion
of image in Photoshop and bring it back in, masked?
