The best way is tomake it where everone logs in and changes it that way. You
should not have to change the look of the site at all.

One is set up templates and nested templates.
Then i would do the whole site dynamic making all graphics and text dynamic.

So if a sales person want to change the description of one item he can just
log in and enter the new text or add a picture. But you should never change
your site look unless you are doing an overhaul.

Dreamweaver would be the best for this and will work with access well.

You can also use other databases. One business i have them covert the
database to ms access then they upload everyday so that there inventory is
current on the site.
Just look at ebay how everyday something is new and current.
