Can't find JPEG export handler on OS 9 - Mac Programming

The code err = ::OpenADefaultComponent( GraphicporterComponentType, kQTFileTypeJPEG, &exporter ); returns cantFindHandler on OS 9.2.2 with QuickTime 6.0.2, and I can't figure out why. It works fine under Panther. This technique is shown in a Q&A note dated Dec. 1999, so it's not like this is some brand new thing. I tried calling EnterMovies at app startup, though I don't know if that's really necessary, and the app is not low on RAM....

    names of these installs changed with each release. Basically if you
    install the lowest level of the QT install, you only got the codecs
    that can view media, not create media which saved a lot of time
    downloading to install it.

    So if they did not install the second "level" of Advanced or Producer
    or Editor or Content Creator (they used names like that for them)
    installer, then you don't get the export components. They need to
    re-install Quicktime with the higher level QT and then your code will
    probabyl work.

    Thanks, that was it. In the QuickTime 6 installer, it's called the
    Recommended versus Minimum install.
