This is a really old thread, and this is probably a really stupid question ... but how are you rotating your guide? I've always created the guide, used command-shift-option double-click to select it as an object, then rotated it, and used command-5 to convert it back into a guide. I gather there's some better way I never figured out?
At any rate, my diagonal guides drag fine if I command-shift-option double-click select them, then revert them to guides, after dragging them, with command-5. Did you try that?

Don't think you need the option key. Command-shift-double click seems to convert guide to object.
