Default Can't change user pictures in XP Home

Hello,
I uninstalled Microsoft Picture and Fax viewer and
now I can't change the user pictures. I found a web site
that said to run "regsvr32 shimgvw.dll", but this leads
to an error:

LoadLibrary("shimgvw.dll") failed - The system cannot
find the file specified.

Can anyone help me. Please email responses to
spider82@stanford.edu

Do a System Restore before you uninstalled the program
