Default Can't get the security setting i need

Why can't I create a security setting that creates a password to open an attachment as well as a permissions password that does not allow printing or changing? When I select the encrypt attachment only button, the permissions area gets greyed out.
I want our master label files to be able to be viewed only from the web, without allowing anyone to access the source Quark document that is attached.
    Is this possible?
    Thanks,
    Karen

    Karen,

Your desire to keep the source Quark document with the pdf file is
really not a sensible solution to whatever problem you are seeing. You
are making the pdf larger for most people who have no need to have the
embedded source file. If you want to keep the files together for your
own purposes, then zip or stuff them as an archive. You can even
encrypt them, but what is released to the public should be the plain
old pdf. The KISS priniciple should be your guide.

there is a reason we want it done this way. i can't understand why acrobat won't let me password protect the attachment as well as prohibit printing and changing the pdf.
