Can't open file - Illegal of misplaced operator
Error message reads as follows:
Offending operator: 'ter'

How can I rescue and fix this file? Also how can I keep this from happening again
in the future?

Do a search for Illegal or misplaced operator and you should find your answer.

If you have AI10 update it to 10.03. Delete the wheelchair symbol.
To get your art back try to open it into a new AI document.
If you have a page layout program, try placing it in there and saving it as an .eps file. Then bring it back to Illustrator.
