Can't re-position page on artboard

Hi,
I'm very new to Illustrator 9. I seem to have a problem I can't figure out even with the manual and classroom in a book. For som reason my printable page area (dotted lines) has moved Half off the artboard. I read in the help file that to move the page within the artboard I would use the page tool (shift+H)and drag to re-position. This isn't working for me though. I press shift+H and nothing happens. The select tool does not change to what it should and nothing happens if I try to drag the dotted page line. So I figure I'll make the artboard bigger and my page should show in it's entirety. WRONG, no matter what size I make my artboard the page remains half gone and in the upper right hand corner of the artboard. All I have for printing area is the lower left hand 4or 5 inches of my 8.5x11 page. Can someone please tell me how to correct this problem. I have spent about 1.5 hours trying everything I can think of to move my page to the center of my artboard! Just not happening.

Used to be Shift+H. Adobe keeps making it harder to switch tools with the keyboard. Now you have to click and hold on the hand tool to access the page tool.

A quick doubleClick of the Page Tool will center the printable area in your artboard.
