"can't update file" problem installing extensions

:confused;
I use Dreamweaver MX 2004 in Windows 2000 with Extension manager version
1.6.064 - and have a weird situation with installing behaviours. Sometimes it
works fine and the behavior is installed but most of the time (perhaps 3/4 of
the time) it fails in a very predictable way.
After confirming the liscence agreement, the "installing extension" gauge gets
almost full then pauses a moment and brings up the error message "Cannot update
a file,The extension will not be installed"
I have seen a help page mentioning this problem and suggesting that it
involved setting permissions but it was really vague about what folder and what
was involved.
I would be grateful for any help, this is quite frustrating!
