    Think long and hard about this: dtlogin runs in the clear. Do you *really*
    want your root password going out over the network where anybody who can sniff
    the packets can find it out?

    That said, root by default is disabled for login anywhere but local terminals.
    Enabling or disabling remote logins is done with a chuser on the "rlogin"
    attribute, like so:

    chuser rlogin=true root

    Of course, you must be root to do this.

    It is not the reason I cannot remote login to CDE.

    root has and had in his stanza in /etc/security/user rlogin=true.

    "root" can login remotely via "ssh" so the has to be another restriction for
    dtlogin...
