Is there a way to use the html code fragment to insert <center> </center>
to center the page. It's a pain to redo it every time you update all the
pages?

No.
This is because to accomplish what you want requires the body tag to be
centered which means the center tag is OUTSIDE the body tag. An html code
frag is ALWAYS INSIDE the body tag.
