    Default cfcontent not displaying shift_jis

I am working on upgrading from ColdFusion 5 to MX 7. We have a multilingual
website that, in cold fusion 5, we used endcoding (shift-jis, gb2312, etc) to
display foreign text pulled from a database. We plan on moving to unicode, but
are not quite ready to do that at this time.

For MX 7 I added the following code to the top of my page:
    <cfcontent type="text/html; charset=#url.characterSet#"> The character set is
passed in from the page before (they choose what language they want).

When browse to the page, the encoding says it is shift-jis, but the page
    displays garbage:

Am I missing something?? Please help!
