AFAIK, cflock is used for protecting data in persistant scopes (i.e. session, application, client, server, etc...).
Updates, deletes, inserts to databases are regulated by your DBMS.

While it is true that <cflock> is not used to lock database tables, and is
typically used to synchronize access to shared scope variables, itcan also be
used to synchronize access to sections of code by use named locks (name="" as
opposed to scope=""). So, if one wanted to limit access to the portion of code
used ti sign users up, one could surround it with <Cflock name="signup"
timeout="##">...</cflock>.
