    Yes, I have verified that the queries contain what is expected, 38 document records and 150 associate records.

    The problem is a characteristic of cfoutput and cflooping of queries. The scope
    of the outer loop is not visible in the inner loop. Use this:

    <cfloop query="SelectDocuments">
    <cfset DocumentID = ID>
    <cfoutput query="GetAssociates">

    Then in your insert:

    VALUES
    (#GetAssociates.id#,
    #DocumentID#,
    'Y'
    )
