you go into the administration and edit the role by change the starting homepage for the desired roles

edit / administer website > select site (enter password if in ct2)
then take it from there.

I deleted the original home page so the address takes me to a file not found
message. The new home page has an htm appendage that I am trying to delete in
the URL, but nothing takes me to that edit area. The administer page will only
show the old file not found page. Isn't there a window that brings up the new
page URL that I can edit?

Also, when I tried to administer as you said first, the default keeps going back to the original URL.

that may be a small problem as this may be the page that visitors will see as
the default too.
the default page is set by the IIS of your website.
there is usually a list of acceptable page names which are then run through.
If it cant find one it then moves on to the next.
You need someone to have a look at what is on your server (if you can)
it maybe that the name you have used for your new homepage does not exist in
the list.
