Default Checking "Remember Password" Does Not Work

We have a client who is using Contribute 3.1 under Windows 98 to connect to a
site hosted on our Publishing Services server. When you first start up
Contribute a dialog box comes up that says "Log in to Publishing Services." It
shows the CPS server address and a field for username and password along with a
checkbox for "Remember Password." Even if she checks the box, Contribute asks
for the password every time she starts it up. What gives?

Any ideas on this one? Is this simply an incompatibility with Win98?

An update: I can confirm that all of our clients who use Windows 98 have this problem. I'd love to hear something on this.
