Cleave items along a path?!
I'm wondering if there is a way to cleave or cut a series of complex
paths along another path. What I am attempting to do is type out a
word, then Create Outline of the word which makes for a number of
complex paths from each letter. Then what I want to do is draw a line
or path across the length of the word and cut it in half so that I can
separate the top half of the word from the bottom half of the word.
Because ultimately I want to move the bottom half of the word down and
to the right. Is there a tool that can do this in ILCS that would
prevent having to cut each "letter" path individually? In addition to
the time savings, such a tool would perform this more accurately.

No, you have to use an include of some sort. If you don't want to use SSI you can do it with Javascript. Search Google with the keyword "Javascript... -

* Knife Tool:
- Cut (pressing the Shift and/or Alt key are the keys for straight cutting)
* Divide Object below command:
- Draw a shape in front of the outlined text
- Object > Path > Divide Object below
* Divide Pathfinder command:
- Draw a stroke in front of the outlined text, select both and press the Divide pathfinder button
* Crop Pathfinder command:
- Draw a shape in front of the outlined text, select both and press the Crop Pathfinder button
Try also the Divide or Crop Pathfinder Effect that allows to retain editable text until its appearance is expanded:
* Crop Pathfinder Effect:
- Type a text
- Draw a rectangle in front of the text and move it to the desired position
- Select all
- Group
- Effect > Pathfinder > Crop
- Expand appearance if required
