Contribute is a program that the client would buy to edit there website right?
Or is it something the designer buys once, and is then able to make his/her web
pages content manageable?

1. Yes, Contribute is a program that the client would buy to edit there website.
2. The designer can use Contribute to manage/administrate the way users with
(other) Contribute licenses can edit the content of a website.
