Are you using MX or 2004?

If you're using 2004 then use the wonderful new "replace color" tool. F1 it and
you will find instructions on how to do it. You control what to change in the
    image this way.

If you're using MX then I'd suggest magnifying the image and coloring it
yourself (if you have the skill). If you don't have the skill, you can cut this
small portion of the image out, put it on a new canvas, and colorize it using
effects > Adjust color > hue/saturation > check colorize and then adjust to
your liking. Then bring that paw back into the big picture and place it
correctly (seemlessly). I'd suggest coloring it yourself, though.

There may be a better way...anyone?

I'd trace the edges of the toe with the Pen tool, fill the resulting
object with the desired color, and play with the opacity and blend modes
    to get the right effect.
