On the menue bar -- Image>Mode>RGB or one of the other color modes.
Grayscale is just that no color.

An image in Grayscale Mode cannot have colors other than black values. To add color, you must first convert to RGB or CMYK.

Your other option is to add spot colors by converting to a Duotone.

The image was in greyscale already and I converted it to greyscale. I want to go in and color just the eyes like a hand painted photo. I know this is possible because I have seen it done many times but I just don't know where to start.

    Thanks for your reply

I converted the image to a duotone but where can I get the color? I still only have black and grey tones. I know this is probably simple to you but I have never done this before. Your help is appreciated.

Don't use duotone unless you really know what you're doing. No offense, but it's apparent you don't.

Reopen the original image and immediately go to Image---»Mode... and change it to RGB.

Your original grayscale image will still apppear as shades of gray, but because the mode is now in RGB you have the option to also use color.

Do your color on separate layers so you're not messing up the original image data.

Thank you very much. That is what I needed. It worked. The original image was already an RGB image. I then converted it to greyscale, then re-converted it to RGB mode now I can color on it. Thanks again. You have been a big help

As a quick tip, do your coloring on a different layer then the artwork. This is a much more versitile and non-destructive way of doing this sort of thing.
