Comment Tool's default behavior

I just got Acrobat 7. It is essential that when I mark up a PDF that I very precisely show what needs to be changed or fixed. To do this I use to use the comment tool. I had changed its options in Acrobat 6 so that it would always be a right pointing arrow instead of the normal comment tool icon. This was more precise in pointing out what I was talking about.
In Acrobat 7 I can change this option once but cannot find any way to permanently change the comment tool's behavior for every instance after that. Is there any way to make this a permanent change? I can do it with other tools, but not the comment tool.
By the way where did the page size go that used to be at the bottom left corner of the screen?

Are we talking about the "callout" tool here?
Just want to be sure since there is no "comment" tool.
