    Europe, at least most countries I know, use regular SMS messages which
    you can either send from your own GSM-mobile, or using some sms-gateway.
    There used to be lots of free (add-supported) SMS-gateways, but these
    seem to be reducing fast.

    You could try dialing into the message-center yourself, although this
    could be expensive, best bet is to just SMS from your own mobile phone.

    I think there are some Web -> SMS gateways on the net. I remember that
    icq had some sort of SMS gateway as well. I think there are even some
    SMS devices that can interace with icq.

    I think you should try out something like apt-get install smsclient

    In fact, most (if not all) european cellphone-providers have roaming
    partners in all other european countries. Thus they also deliver
    SMS-messages across europe.

    May be of some help for you. SMS-Service from ICQ could also be an option..
