Contribute Hangs on Edit

I'm running Contribute 3 and attempting to connect to a web server via FTP
(windows server 2003, IIS 6.0). I am able to establish a connection, but
Contribute hangs upon clicking edit. In the ct3netperformancelog log files,
the errors I see are "RESOURCE_NOT FOUND". I am able to edit these same files
locally (I have the same code base on my dev machine, and can edit them via
Contribute.)

I am able to connect to the site fine via a regular ftp client.

when I set up the ftp connection in contribute, I unchecked the ftp
optimization selection in the advanced settings. I checked Passive FTP. The
behavior appears to be the same with or without this one checked.

I went through the command line tests to check the basic FTP functions. The
one's that failed were chmod and checking for file existence (both positive and
negative) -

I would appreciate anyone's insight in this matter.
