Default Contribute Overwritting Style In Locked Region

Have template based table site using CSS. Have an editable region for user to
change content with Contribute. She updated a page in the editable region by
pasting from an MS Word doc. This overwrote the styling in a locked region on
the page.
If she does a "paste text" from the edit menu in Contribute, no overwritting
occours in the locked region. Question is why/how does a locked region get
overwritten with the styles from the Word doc is pasted in (unless the "paste
text" is used)

URL for overwritten page (where she pasted with "paste" from the edit menu)
http://manisteemedicalcare.com/staff.html

Notice the bold and larger text in the left hand sidebar in the lower section.

URL for correct page (where she pasted with "paste text" from the edit menu)
http://www.manisteemedicalcare.com/index.html

Thnx
Fred
