Contribute users lose toolbar to publish/save as draft.

Hi All,

I have created a site using Dreamweaver 6 and created a template which all
pages are based off of. Two of my contribute users in the same location can
connect to the site but when they hit the "edit" button, the toolbar disappears
and they lose the ability to "save as draft" and the other options on that
toolbar. If they go to a page not created b y a template, their contribute
works fine and the toolbar does not disappear.
One user in a different location has not had this problem with pages made from
the template. We have tried setting the contribute users as administrator and
publisher, to no avail. It seems template related but i cannot figure it
out...HELP!!

solved- windows firewall was on....disabled and it works!!!
