controlling user edits and using timeouts - Microsoft SQL / MS SQL Server

Hi. I'm looking for a solid approach to implementing a feature into a web app so only one admin can make configuration edits at one time and allow others read-only. Really, I'm looking for some solid table schemas or ways of handling these sorts of things on the database side. Any web articles or info would be appreciated....
