Convert JPEG to Banner in DW - Macromedia Dreamweaver

I have a 1024 x 768 jpeg image that I want to turn into a top banner in DW. What is the most efficient way to do this? I also want the width to auto adjust depending on the viewer's browser/screen resolution. Thanks...

    A "banner" isn't a technical term, but referring to wide images like
    advertisements, etc. Therfore, you can already call your image a
    "banner" if you like.
    But with such image dimensions, the file size got to be huge. I think
    you need to re-think your strategy......
