Default Converting JPG images to GIF images... same old.. same old

I've been having this problem for a long time. I use PUB2K and I know
better not to overlap pictures. However, my newest problem is putting a
shadow on the pictures (change frame) AND adding a tag. PUB 2000 changes
the previously tagged file from JPG to GIF (which look terrible)

Anyone know how to fix this? Or do I have to give up shadowing and adding
    tags?

    Thanks

It would be the shadowing that is the cause.
You cannot manipulate the picture and or the frame to retain the jpg.
If you desire the picture be modified than do so in a graphics editor first
then using that version in Pub.
Publisher IS NOT a graphics editor.
