converting lines/strokes to be stroke weight independent

I have run into lots of different scenarios where I'd have or create a logo that would have shapes or text created with strokes. If I created a circle with a 1 pt stroke that would look great at one size, and then if rescaled it it would start to look terrible. At small sizes, it will be too thick, and if I resize the image/logo greater than the original, the line will start to become much too thin.

I am aware there is a preference option that sort of "solves" this-- checking the option "Scale Strokes and Effects". However, what I want is for the stroke to no longer be dependent on the stroke weight. In such a case that I might send a logo out to another designer or printer, I can't expect them also to have "Scale Strokes and Effects" checked in their illustrator, so I must be able to create a logo that does not rely on stroke weight but rather appears the same no matter what scaling it may be changed to.

I've played around with the pathfinder options to no avail. Any ideas?

Then I guess you would change the strokes to outlines.
