I personally wouldn't recommend FH for putting together a whole book. It
would definitely come into the process, using it to draw illustations
and the like, along with Photoshop for image manipulation, but it would
all come together with InDesign, my choice of page layout program. A
page layout program offers much more powerful use of master pages,
paragraph and character styles, and handling of large amounts of text.
I'd start by developing a few dummy spreads, creating the general layout
including image positioning, folio styles etc, and type style choices
for body copy, headings, ingredients lists etc. Once you've got the
overall design nailed, you can create master pages, styles etc, and
start building the book.
There's a whole lot more to think about related to production, a lot of
which your printer could provide guidance with.
