    I have just been grappling with this very issue.

    I tried all of the hints, even though I don;lt have the dreaded McAfee anywhere near my PC. (I suppose it could be worse -- Norton.)

    The "paper capture recognition server" error persisted.

    After looking for some other firewall issue with my ADSL moderm/router, I started poking around in the entrails of Acrobat.

    I went through each "Preference" until I came to the "Internet" page. I noticed that this was set to 56Kbps.

    I changed it to 1Mbps, my ADSL speed.

    Paper Capture then started working.

    I have no idea if this is what made it work. I hadn't changed anything else.

    Reporting back a bit more, it seems that simply *changing* the setting
    can unstick this behaviour.

    Very puzzling.

    But of two of us find this helps in some way, then it sort of suggests
    that this is one area where the problems may lie.

    It is a pity that Adobe has been silent on what is clearly an issue.

    Well, actually Michael's fix worked for me once, and it lasted until I closed Acrobat. The next time I opened it, the old problem recurred. The fix still works, but I have to do it every time I open the program, selecting speeds until I find one that works... today. Tomorrow will be a different story.
