Adobe is aware of it, it's been reported many times in this forum. Adobe is unable to reproduce it. It happens to me all the time, but it's not reproducable. It happens on scanned images that have never been saved as well as those that have been saved.
There is no answer except that if you have multiple documents open, usually closing every one but the one you're trying to save will allow you to save the file.
