Creat effect for banner?

Hi

I hope to create a banner ad but the effect that I am after I do not know what
it is called or how to produce it.

In this 50 cents video at the beginning,

lights.

Can this effect be created in Flash? What is the name of the effect? How do I
go about making it?

It can be made in Flash but it won't necessarily be easy. Make a single symbol
that's a circle with a glow around it and construct your letters from that.
Once each letter is made, save that as a symbol then once all your letters are
made (hopefully you can reuse some) then construct your word. Then once your
word(s) is/are made, tween it/them across the screen.

You might be able to emply a 3D engine like Papervision 3D to get the
angle/perspective.

You can try a pixel font and add some glow effects :) i think you can get almost the same look
